I. Context of intervention

Mеdecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

MdM France in Bulgaria is currently running two projects.

MdM France has thus been present in Bulgaria since 2004, with a Roma health mediator program in Sliven, having a specific focus on sexual and reproductive healthcare, which is recognized on local and national level. The project is funded by MdM France, the French Embassy in Bulgaria and the Sliven Municipality through the support of the Swiss-Bulgarian Cooperation.

MdM France is also currently implementing a migrants/refugees`health project in the country. This project is part of a multi-regional program launched for one year in 11 countries, funded by the European Union and the Crisis center of the French Ministry of foreign affairs.

Furthermore, MdM-France`s Balkans regional mission Head Office is located in Sofia, Bulgaria, which is also encompassed in the present job description.

II. Essential duties

The medical doctor is in charge of the implementation, follow up and supervision of some aspects of the different medical activities.

III. Duties and Responsibilities


1. Medical consultation

- Perform curative health consultations according to the MDM protocols
- Run mobile clinics in the 6 RRC
- Organise the teamwork in the best outfit for patients
- Shuffle the responsibilities of staff according to the need onsite
- Provide suggestions to improve the functioning of MDM mobile clinics and imply them when validated
- Contribute to the capacity building of the team in term of medical issues
- Carry out when necessary a therapeutic education of the patient and his family
- Follow the basic medical rules of hygiene and make sure the rest of the staff does it
- Prepare and update on a regular basis the lists of drugs, material, documents, furniture and stationeries needed for mobile and static clinics in collaboration with the Medical Supervisor or the Field Coordinator

2. Data collection

- Collect and report medical data in respect of confidentiality
- Propose analyses of statistics and ensure relevant transfer of information
- Testify of medical condition of migrants, participate to activity report
- Monitor and assessthe health situation of asylum seekers and providing advocacy

3. Communication and representation

- Collaborate with other relevant actors providing help and assistance to the asylum seekers as a part of an integrated health care model
- Collaborate with multidisciplinary team members
- Provide physical and psychological support to patients and their families.

4. Team work

- Organize workloads, regarding the priorities of the context and the team
- Participate actively in meetings and training
- Help the comprehension of general issues regarding social and political context through sharing of information

5. Legal

- Ensure working practices are safe and comply with legislation
- Carry out regular site inspections to check policies and procedures are being properly implemented
- Providing information on access to national health system and asylum seekers rights to access healthcare
- Respect of confidentiality

This list is not exhaustive, and candidates must be flexible to take on additional tasks relating to this position as is validated by the Field Coordinator, based on needs expressed by migrants.

V. Profile

1. Professional experience

- Experience as a medical doctor of minimum 1 or 2 years
- Knowledge of public health issues

2. Required Skills

- Medical Doctor degree
- Sensitivity and awareness of the migrant problematic
- Ability to have a global overview of a program (not only on medical plan)
- Good management and communication qualities
- Ability to classify and to manage priorities
- Reactivity, anticipation, adaptability, capacity to take initiatives
- Organisational skills
- English (spoken - written - read)
- Computer skills – Microsoft Office

3. Competencies :

- Understanding of the migration thematic area
- Sensitivity to the nature of data collection in relation to the environment and the status of the migrants, discretion, cultural sensitivity

4. Appreciated qualifications

- Experience in mental health, reproductive health, protection and migration project an asset
- Previous experience with vulnerable groups and/or migrants
- Previous experience in an NGO (paid or voluntary) is an asset
- Experience in partnership building, networking and orientation are assets
