I. Context of intervention

Mеdecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

MdM France in Bulgaria is currently running two projects.

MdM France has thus been present in Bulgaria since 2004, with a Roma health mediator program in Sliven, having a specific focus on sexual and reproductive healthcare, which is recognized on local and national level. The project is funded by MdM France, the French Embassy in Bulgaria and the Sliven Municipality through the support of the Swiss-Bulgarian Cooperation.

Since January 2017, MdM implemented a Migrants` project, targeting people from different nationalities as Afghans, Iranians, Iraqis, Kurdish, Syrians, others, who are located in different RRC. One of the objectives of this project is to facilitate the Health Access to asylum seekers and people in transit that are located at RRC in Sofia and Harmanli cities.  For that, MdM is currently deploying medical mobile teams in both cities providing Primary Health Care and creating / stretching the link of medical referrals to the secondary level of medical services at the Public Health System.

II. Duties and Responsibilities

Under the responsibility of the Program Coordinator and in collaboration with the log/ admin Co, the Pharmacist will be responsible for the full management of the pharmacies at the mission, including the link with National Suppliers, quotations, purchase, and others.

More specific, the pharmacist will be in charge of:

  • Implement standard practice in the pharmacy by improving the actual management of the pharmacy.
  • Implement and ensure MdM protocols and standards.
  • Ensure the quality of the drugs used on the mission, by conducting a previous assessment of suppliers and the follow link and agreements.
  • Conduct the drugs order, quotations and purchase to the supplier, respecting the budget limitations and MdM procedures.
  • Ensure the proper storage of drugs, conducting monthly physical inventory (at Sofia and Harmanli), follow expiration dates, and follows the in / outs at the central pharmacy, temperature, etc., and implementation of stock cards.
  • Anticipate and avoid shortage at central pharmacy and at the field.
  • Supply drugs to the mobile teams at the field on weekly bases.
  • Conduct daily data collection and follow up of the consumption.
  • Provide relevant biweeklyand monthly reports to the Program Coordinator.
  • Provide technical advice to the medical staff regarding prescription and drugs interactions.
  • Ensure working practices are safe and comply with legislation.
  • Provide suggestions to improve the functioning of the pharmacies and imply them when validated.
  • Carry out regular site inspections (Harmanli and Sofia) to check policies and procedures are being properly implemented.
  • Manage drugs donations according to MdM standard and protocols.
  • Collaborate with multidisciplinary team members.
  • Participate actively in meetings and trainings.
  • Report all significant information to the Program coordinator.
  • Maintaining full confidentiality for all work-related information.

IV. Profile

Education, skills required and professional experience
  • Pharmacy degree.
  • License to exercise as pharmacist in Bulgaria.
  • Significant experience as a pharmacist.
  • Knowledge and mastery of legal procedures in Bulgaria.
  • Sensitivity and awareness of the migrant problematic.
  • Computer skills – Microsoft Office.
  • Previous experience in a NGO (paid or voluntary) or with vulnerable groups and/or migrants is an asset.
  • Experience in partnership building, networking and orientation are assets.
Languages

Fluent in Bulgarian and English Mandatory (written and oral)
