Call for Expressions of Interest to Host International Civil Society Week April/May 2019: Balkans and Black Sea Region*

CIVICUS: WORLD ALLIANCE FOR CITIZEN PARTICIPATION

CIVICUS is the only global alliance of civil society organisations and activists dedicated to strengthening citizen action and civil society around the world.  We proudly promote marginalised voices, especially from the Global South, and have members in more than 170 countries throughout the world.  Founded in 1993, we have significant experience and are internationally recognised as a credible, trusted voice on civil society issues.

INTERNATIONAL CIVIL SOCIETY WEEK

Since 1995, the CIVICUS World Assembly has been a key international gathering for civil society, governments, donors and business to engage constructively in finding common solutions to global challenges. One of the World Assembly`s strengths is its ability to act as a forum where groups from all sectors around the world come together to advance national, regional and global agendas, and find solutions to the crises that the world is facing today.

Previous World Assemblies were held in Mexico (1995), Hungary (1997), the Philippines (1999), Canada (Vancouver, 2001), Botswana (2004), Scotland (2006, 2007 and 2008), and Canada (Montréal, 2010, 2011 and 2012). In 2013, CIVICUS decided to evaluate and possibly "reinvent" the concept of the CIVICUS World Assembly to meet the needs of a changing environment. The result was an event model that retained the core elements of the CIVICUS World Assembly that our various constituents have come to expect, but attempted to be more inclusive and sustainable in its design.

This model was initially piloted in November 2013, and then fully realised in Johannesburg, South Africa (2014), Bogota, Colombia (2016) and Suva, Fiji (2017) under the auspices of International Civil Society Week.  Each of these events utilized a partnership model that convened more than 50 event partners under an over-arching theme, who collectively hosted a week full of events, networking opportunities and experiential activities that attracted between 600-800 delegates from around the world.  

International Civil Society Week utilizes a different partnership model to past World Assemblies – one that improves synergies between the CIVICUS World Assembly and partner-led events, leverages resources of existing partner initiatives for bigger impact, and expands the reach of the event beyond the CIVICUS network and connects our members to new actors. CIVICUS also wanted to break away from the traditional notion of a conference and present a model that connects delegates more with the local context to bridge the gap between theory and practice when tackling locally relevant challenges.  

Furthermore, the International Civil Society Week funding model enhances financial sustainability in an increasingly competitive fundraising climate. It reduces the amount of donor funding required by sharing event costs among various event partners; increases efficiency by utilising local resources, such as University campuses and volunteers; and reduces financial risk to hosts by implementing a phased budget.

HOST CRITERIA

In 2017, the CIVICUS Board of Directors determined to hold ICSW 2019 in the Balkans and Black Sea region. Based on a set of initial criteria relating to civic space, income levels, and operational factors, the following countries were selected as potential hosts: Albania, Armenia, Bosnia and Herzegovina, Bulgaria, Georgia, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia and Ukraine. We are now looking for an outstanding local partner to join us in hosting ICSW (April-June 2019).   

The International Civil Society Week 2019 local host partner will be selected based on the following criteria:
