Organisation: Regional Environmental Center for Central and Eastern Europe (REC), REC Country Office (CO) Bulgaria

Position: Country Office Director (COD)

Immediate supervisor: regional director for South Eastern Europe (SEE)

Supervisory responsibilities: CO Bulgaria staff


General responsibilities

  • Managing REC Country Office Bulgaria, including sound office management, staff supervision and financial practices in accordance with the Charter of the REC, the founding act of the REC Bulgaria foundation as well as the rules and procedures of the organisation;
  • Ensuring the financial sustainability of REC Country Office Bulgaria through national and international level project development, fundraising, establishment and maintenance of good donor relations and creative initiatives in selling REC services on the national environmental market in Bulgaria;
  • Providing strategic vision and planning for the development of REC Country Office Bulgaria in line with the overall mission of the REC;
  • Providing advice to the regional director for REC programme developments in the SEE region;
  • Representing the REC and REC Bulgariaat the national level, including legal representation and signatory rights;
  • Representing REC Bulgaria's interestsat the national level, particularly in legal terms, and in close cooperation with the REC's head office;
  • Ensuring visibility for the country office in the environmental sector at the national and, in cooperation with the regional director, international levels;
  • Maintaining sound relations with environmental stakeholders, particularly governmental institutions, as well as non-governmental organisations, local authorities and the business community;
  • Managing projects, including implementation, supervision and evaluation; and
  • Managing any additional tasks as presented in the job description.

Requirements


Work experience and knowledge:

  • Minimum of 10 years of overall work experience;
  • Minimum of 5 years of work experience in an environmental or related field in Bulgaria;
  • Minimum of 5 years of experience in a senior management position(s), including direct staff supervision, business development, and project and financial management;
  • Experience with (inter)national tendering procedures, including as lead partner and consortium member; and
  • Proven track record in project development and management.

In addition, a proven positive track record with international agencies in Bulgaria including EU programmes and representative offices of international consultancy companies is an asset.


Skills and abilities:

  • High-level management skills, including business development, implementation and financial management;
  • Excellent negotiation and representation skills with a wide spectrum of environmental stakeholders;
  • Staff management and interpersonal skills;
  • Ability to work independently and responsibly within strict timeframes and high quality standards;
  • Excellent communication skills in English and Bulgarian languages;
  • Modern office management skills, including computer literacy; and
  • Availability to travel regularly in the REC's beneficiary area.

Education

  • Advanced university degree in an environmental or related field.

In addition, formal management and/or business administration education represents a distinct plus.
