An Activity manager 

based in Sliven, Bulgaria 

For more than 40 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations here and abroad. It has continued to bear witness to obstacles that exist in accessing healthcare and has secured sustainable improvements in health-for-all policies. 
Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.  

MdM France currently works in 30 countries across all continents to facilitate access to healthcare through 6 political battles:  
  • Sexual and Reproductive Health Rights 
  • Migration, Exile, Human Rights and Health 
  • Harm Reduction
  • Environment and Health
  • Humanitarian Space 
Since 2021, MdM implements a project on “health and environment”, focusing on the impact of the living conditions and environment on the health of the population in Bulgaria.

MdM develops a holistic approach to health and supports the social cohesion among the population. The organization is also interested in supporting the emergence of civil society actors, in order for its actions to be sustainable. MdM seeks to accompany the dialogue process between the communities (as right bearers) and the different official stakeholders (as duty bearers) as to empower people to raise their voice and to gain social inclusiveness.

TASKS AND RESPONSIBILITIES: 
  • Under the supervision of the General Coordinator, your main responsibilities are the following:
Main mission:
  • To organise, implement and monitor the activities of a programme, by applying the operational requirements of the intervention strategy.
  • To promote the quality of activities, practices, and data.
  • To directly or indirectly lead/supervise teams (MdM or partners).

Main activities:

1. Activities:
  • Organising and supervising activities
  • Managing resources required for activities (logistics, finance, HR)
  • Technical supervision of MdM staff and/or partners. Monitoring and controlling the quality of practices, the application of protocols and procedures, developing and implementing corrective actions
  • Monitoring the health and social situation in the intervention area and assessing needs
  • Representing MdM with local authorities and partners
  • Identifying and coordinating the partners of the activities, evaluating, formalising the referral process
  • Identifying needs and carry out training activities for MdM staff and/or partners
  • Supervising material, equipment and consumables needed for activities (including allocations to partners)
  • Implementing and supervising data collection; compiling and analysing data
  • Drafting activity reports
  • Contributing to evaluation missions, impact studies, capitalisation studies, etc.
  • Participating in defining activities and participating in resource planning

2. Management:
  • Managing and leading a team (information, setting objectives, monitoring activities, managing leave, recruitment, discipline, security, training, skills management)
  • Planning and monitoring activities and implementing corrective action where necessary
  • Advising, arbitrating, and supporting measures to be taken in the event of difficulties, malfunctions and/or incidents

CONDITIONS OF EMPLOYMENT:   

Status: Employee 

Contract: Fixed-term contract ; full-time contract – 8 working hours per day/ 5 days per week (from Monday to Friday), from 8.30 a.m. till 5.00 p.m.
The jobs may require travels to the MdM office in Sofia or other potential field location, with accommodation arranged.

SKILLS AND EXPERIENCE NEEDED:  

  • Write professional reports, collect, and analyse data, organise, classify, and communicate information
  • Know the principles of logistics and budget management
  • Master the protocols and standards in the field of activity
  • Lead training sessions
  • Identify training needs, create, and lead training modules
  • You have an excellent ability to work quickly, under pressure, and with short deadlines
  • Work in a multi-disciplinary team
  • You know how to manage priorities and to adapt them daily according to the context
  • You have excellent organizational skills, and previous management experience
  • You are diplomatic, flexible, reactive, and adaptable
  • English and Bulgarian: fluent speaking and writing
  • You have an excellent knowledge of windows environment (MS Word, MS Excel)
  • You have good writing and communication skills 
  • Higher education diploma is required
  • Driving license (B) category is a plus
Management skills:
  • Take decisions and arbitrate
  • Draft action plans and follow-up indicators and results in a given area
  • Organise activities and objectives, distribute workload
  • Communicate with the team
  • Assess and develop colleagues’ skills.
