An Advocacy officer 
based in Sofia or Sliven, Bulgaria

For more than 40 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations here and abroad. It has continued to bear witness to obstacles that exist in accessing healthcare and has secured sustainable improvements in health-for-all policies. 
Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.  

MdM France currently works in 30 countries across all continents to facilitate access to healthcare through 6 political battles:  
  • Sexual and Reproductive Health Rights 
  • Migration, Exile, Human Rights and Health 
  • Harm Reduction
  • Environment and Health
  • Humanitarian Space 
Since 2021, MdM implements a project on “health and environment”, focusing on the impact of the living conditions and environment on the health of the population in Bulgaria.

MdM develops a holistic approach to health and supports the social cohesion among the population. The organization is also interested in supporting the emergence of civil society actors, in order for its actions to be sustainable. MdM seeks to accompany the dialogue process between the communities (as right bearers) and the different official stakeholders (as duty bearers) as to empower people to raise their voice and to gain social inclusiveness.

TASKS AND RESPONSIBILITIES: 
  • Under the supervision of the General Coordinator, your main responsibilities are the following:
Main mission:
  • To develop and implement an advocacy strategy, at local and national levels.

Main activities:

  • Draft and monitor the mission’s advocacy plan
  • Accompany, support and strengthen the advocacy capacities of teams (MdM and partners)
  • Communicate and distribute tools and documents
  • Monitor themes and policies in the area and the relevant theme
  • Lead and mobilise networks
  • Identify / map actors and representatives
  • Identify and/or organise key events
  • Define and proofread the consistency of key messages, construct arguments, review MdM presentations
  • Lobbying
  • Contribute to writing project proposals and donor reports
  • Write activity reports, communication notes, etc.
  • Represent the programme both internally and externally
  • Manage resources required for advocacy activities (logistics, finance, HR, etc.)

CONDITIONS OF EMPLOYMENT:   

Status: Employee 

Contract: Fixed-term contract ; full-time contract – 8 working hours per day/ 5 days per week (from Monday to Friday), from 8.30 a.m. till 5.00 p.m.
The jobs may require travels to the MdM office in Sliven or other potential field location, with accommodation arranged.

SKILLS AND EXPERIENCE NEEDED:  

  • Draft and format communication notes, document and/or reports 
  • You have an excellent ability to work quickly, under pressure, and with short deadlines
  • Work in a multi-disciplinary team
  • You know how to manage priorities and to adapt them daily according to the context
  • You have excellent organizational skills
  • You are diplomatic, flexible, reactive, and adaptable
  • English and Bulgarian: fluent speaking and writing
  • You have an excellent knowledge of windows environment (MS Word, MS Excel)
  • You have good writing and communication skills 
  • Higher education diploma is required
  • Experience in project management and/or advocacy is a plus
  • Driving license (B) category is a plus.
