UNICEF Bulgaria is looking for a consultant to support the piloting of the Safe zone in Harmanli through enhancing the capacity of the staff to provide appropriate care and protection for the children placed and the development and implementation of guidance and standard operating procedures (SOPs) for the effective management and running of the Safe zone.

Together with the State Agency for Refugee (SAR) and International Organization for Migration (IOM) Bulgaria, UNICEF established a third Safe zone in the largest reception centre in Harmanli. The zone is with capacity to accommodate 98 with possibility for doubling it in case of crisis. The zone has designated premises for girls and children with disabilities, as well as two office spaces, canteen and living room.

As part of its support and efforts to strengthen national and local efforts for care and protection of refugee and migrant children including unaccompanied asylum-seeking children (UASC), UNICEF is seeking a consultant to support the operationalisation of the Safe zone in Harmanli for the period July – November through provision of training and supervision to enhance the capacity of the team to provide appropriate care and protection to the children placed and the development and effective implementation of relevant guidance and SOPs.

The main objectives are as follows:
  1. Carry out monthly and an ad-hoc social work and case management supervision to the team;
  2. Organize and deliver relevant training sessions to strengthen the staff and team capacity to implement effective case management; and
  3. Support the drafting, updating and preparing of methodological guides, SOPs for running the zone, as well as documenting the overall implementation with the aim to analyse the experience and identify lessons learnt and good practices.

Key deliverables:
  • Monthly reports and updates on training and supervision provided and progress and challenges with effective implementation with case management for the children placed in the Safe zone.
  • Proposed guidance and tool/s for working in the Safe zone, incl. strengthening the case management system.
  • A final report documenting the overall implementation during the pilot period with identified lessons learnt, good practices, main challenges and recommendations for further support.

Requirements:
  • Master’s degree in social sciences or related
  • At least five years’ experience in development and implementation of social work practices, management, and supervision
  • Experience in the child protection system and working on issues related to the refugee and asylum-seeking children, incl. UASCs

The assignment is envisaged to take place between 15 July – 15 December 2024.
