Mission and objectives

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favouritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Context
This United Nations Volunteers assignment is part of UNICEF Bulgaria flagship programming areas Emergency Response to Refugee Crises. The incumbent will support the respective section by carrying out a range of procedural, administrative, and operational tasks, to help develop, implement, and monitor their initiatives, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

Task description
  • Assist in the planning, coordination, and implementation of UNICEF Bulgaria's emergency response projects, focusing on support for refugee and migrant children, including displaced children and families.
  • Support monitoring, evaluation, data collection and reporting processes, ensuring timely reporting on project activities, progress, and challenges. Contribute to the preparation of internal and external reports for donors, partners, and stakeholders.
  • Assist in organizing field visits, workshops, and emergency supply distributions. Coordinate logistical support for project activities, ensuring effective communication with partners, and beneficiaries.
  • Support the collaboration with UNICEF partners to facilitate effective partnerships, ensuring the delivery of services to vulnerable populations in compliance with UNICEF’s guidelines and standards.
  • Facilitate the processing of contracts for consultants, vendors and external partners that support programme delivery. This includes preparing and filing documents, completing necessary forms and templates, uploading Terms of Reference in UNICEF's system, and making necessary logistical arrangements.
  • Keep vendor lists, partners, and consultant rosters up-to-date.
  • Collect invoices and file documents for approval and thereafter processing in UNICEF's system (VISION and Mycase).
  • Prepare and maintain records, documents and control plans for the monitoring of project/programme implementation and financial expenditures.
  • Take minutes of meetings and keep the correspondence of the team well organized.
  • Carry out transactions in UNICEF's system (VISION) ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and make amendments and alterations as per section revisions when necessary.

Required experience

3 years of experience in project coordination required. Experience in migration/refugee programming will be considered an asset;
  • Strong oral and written skills in Bulgarian and English; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Strong interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness.

Living conditions and remarks

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance.

The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities, and normal cost of living expenses. The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.

Monthly Living Allowance (per month): BGN 2635.83
Entry lump sum (one-time payment): USD 400
Exit allowance: BGN 219.65 for each month served, paid on completion of the contract
Please note that the amounts can vary according to fluctuations in exchange rates.

Medical and life insurance:
  • Medical insurance: The UN Volunteer and eligible dependents will receive UNV-provided medical insurance coverage.
  • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment.
Leave entitlements:
  • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment.
  • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period.
  • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
  • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
