The America for Bulgaria Foundation (ABF) is an independent, nonpartisan, and nonpolitical American grant-making foundation working in partnership with Bulgarians to strengthen the country’s private sector and related democratic institutions.

Job Summary

ABF is seeking an Impact Assessment and Evaluation Officer to support the implementation of the Foundation’s evaluation portfolio. The Evaluation Officer is part of ABF’s Impact Assessment and Evaluation team. S/he participates in the whole spectrum of ABF Monitoring & Evaluation (M&E) activities and contributes to the successful implementation of a strong performance measurement system that adequately captures the achievements of ABF programs and demonstrates their impact by conducting program evaluations, impact assessments, and other research efforts.

Background


The Monitoring and Evaluation (M&E) function of the ABF was established in 2013 with an objective to measure impact, inform decision making and performance improvements, and support learning and knowledge development. The Evaluation team at ABF manages a regular cycle of outcome and impact monitoring and evaluation, produces evaluative knowledge products, and provides coaching and capacity building in M&E to ABF’s staff and grantees.

The thematic areas that are evaluated change as ABF work evolves. At present M&E is expected to support evaluative work in four key areas:
  • Business, Entrepreneurship, and Technology
  • Developing and Retaining Human Capital
  • Business Enabling Environment
  • Cultural Heritage and Nature Tourism
The M&E work at ABF is fast-paced and dynamic, and the successful candidate will need to blend flexibility with disciplined execution in order to manage competing demands in an entrepreneurial way and deliver high quality work.

Duties and Responsibilities:
  • Work closely with the Director for Impact Assessment and Evaluation and ABF program directors to implement and further improve the ABF monitoring and evaluation system.
  • Conduct assessments of selected ABF grants to facilitate the decision making of program directors and the management on future program interventions.
  • Develop quantitative and qualitative instruments for collecting data about ABF-supported grants.
  • Prepare Terms of Reference and Scope of Work for the engagement of external evaluators, including framing the initial design of evaluations to address ABF needs and leadership’s vision.
  • Manage administrative aspects of external evaluations including drafting contract documents and budgets and maintaining appropriate documentary files.
  • Coordinate and consult the efforts of program staff to determine appropriate metrics and benchmarks of project success.
  • Collect data on ABF strategic key performance indicators and propose creative and convincing ways of presenting to the Board of Directors.
  • Participate in the development of the annual monitoring and evaluation plan.
  • Manage and update currently used databases and create new ones when need arises.

Required Qualifications:
  • University degree.
  • Ideally at least two years of experience in a relevant field.
  • Demonstrated interest in monitoring, evaluation, and impact assessment of projects/programs.
  • Ability to formulate data-driven insights and conclusions.
  • Demonstrated interest in the public and the non-for-profit sectors.
  • Strong written and verbal communication skills in Bulgarian and English, with experience in creating deliverables and written reports for a variety of technical and non-technical audiences.
  • Computer proficiency in: MS Word, Excel, Outlook, PowerPoint, and ability to learn new applications quickly.
  • Knowledge of statistics and some proficiency in using software for statistical data analysis is an advantage.
  • Unquestionable ethics and personal integrity.
